I’ve seen that purchasing rule repeated so often that it has acquired the aura of an industry standard. It isn’t one. Usually, it’s just a neat number copied from last year’s capex sheet because nobody wants to reopen the argument.

Looks efficient. Isn’t.

A floor doesn’t clean rooms; attendants do, and when three attendants are working separate sections of a 64-room floor during a heavy checkout wave, one trolley parked beside the service elevator becomes less of an asset and more of a traffic jam on casters.

On a slow Tuesday, a guest floor may run with one cart. Saturday brings a wedding checkout, a tour group departure, 14 early arrivals, and several rooms needing rollaway removal. Now the same floor needs three carts—or two room carts backed by a linen runner.

The building didn’t change. The work did.

But finance departments love it. “Twelve floors, twelve carts” is wonderfully easy to enter into a budget.

Operationally, though, it muddles two unrelated things: where equipment is stored and how much equipment attendants need while rooms are being turned. A housekeeping cart isn’t corridor furniture. It’s a rolling workstation, linen rack, amenity store, chemical-control point, and waste carrier.

Fifty rooms can mean almost anything.

Are they stayovers? Same-day turns? Two-bedroom suites? Connecting family rooms after a sports-team checkout? Extended-stay units with kitchenettes and baked-on hob spills?

A raw room count hides the mess.

Use workload minutes:

Floor workload minutes = departure rooms × departure standard + stayover rooms × stayover standard + special-task minutes

Then calculate:

Concurrent attendants required = floor workload minutes ÷ productive minutes per attendant shift

Suppose a property uses these internal standards:

  • Departure room: 30 minutes
  • Stayover room: 15 minutes

Those numbers are examples. Don’t copy them blindly.

A hotel’s real standards should come from its property-management system, room-type mix, time studies, brand specifications, collective-bargaining agreement where applicable, and actual service model. Daily cleaning, opt-in cleaning, and limited stayover service produce very different cart demand.

Run the math: a 600-room hotel

Let’s say the property has 12 guest floors and forecasts 80% occupancy.

That gives us:

  • 480 occupied rooms
  • 216 departures
  • 264 stayovers
  • 30 minutes per departure
  • 15 minutes per stayover

The base workload becomes:

(216 × 30) + (264 × 15) = 10,440 cleaning minutes

Divide that by 390 productive minutes:

10,440 ÷ 390 = 26.77 attendant shifts

Round to 27 attendants before adding suite uplifts, deep cleans, accessible-room requirements, out-of-order room recovery, public-area assignments, absenteeism, or supervisor duties.

And there it is.

A floor-count purchasing rule would buy 12 carts. The workload model indicates roughly 27 active cart positions. Those aren’t remotely the same fleet.

Of course, don’t scatter 27 carts evenly across 12 floors. The departure board should drive the morning drop. If Floor 8 has 26 departures while Floor 11 has six, symmetry becomes waste.

No, this isn’t an official global standard. Hotel buildings are too weird for that.

It is, however, a more defensible starting point than dividing carts by floors and hoping everyone stays quiet.

Ever looked at an old convention hotel plan? One floor can snake around two lift cores, cross a fire-door threshold, split into north and south wings, and finish in an annex that feels like another postal district.

Calling all of that “Floor 7” doesn’t make it one work zone.
